I am directed to inform you that the Secretary-

Colonies is not prepared to appoint you substantively to be Deputy Superintendent of Police when Captain Lyons retires at the end of this

year, as the post of Deputy Superintendent of Police has been removed

from those to which cadet officers have a preferential claim.

2. In these circumstances His excellency The Governor proposes that you should continue to act as Deputy Superintendent of Police until

Mr Brewin goes on leave early in next November and that you should then

be appointed to act as Registrar deneral.
